The USAID New Justice Program, jointly with the High Qualifications and Disciplinary Commission of the Bar and Coordination Center for Legal Aid Provision, held a professional discussion titled “Rules of Attorney Ethics: Application Practices and Prospects for Enhancement”. During the event, Law Professor Leah Wortham, USA, presented a preliminary opinion prepared based on the outcomes of an expert analysis of the Rules of Attorney Ethics of the Ukrainian National Bar Association for completeness and compliance with the Charter of Core Principles of the European Legal Profession and Code of Conduct for European Lawyers.
Lubor Krupnova, Doctor of Legal Sciences, Deputy Chair of the High Qualifications and Disciplinary Commission of the Bar, presented a summary of disciplinary practices of the High Qualifications and Disciplinary Commission of the Bar. Serhiy Drelinsky, Deputy Director of the Department for Assuring Quality of Legal Assistance of the Coordination Center for Providing Legal Assistance, reported on ethical aspects of relationship among attorneys in a criminal process when making defense under instruction of an authority (institutions) which is authorized by law for providing free-of-charge secondary legal assistance under agreement on providing legal assistance.
Participants to the event – attorneys, experts, representatives of regional centers for providing free legal aid – discussed important aspects of application of the Rules of Attorney Ethics and appropriate ways to enhance the Rules based on expert recommendations.
