The High Qualifications Commission of Judges of Ukraine (HQC) is a state judicial governancebodyoperating on a permanent basis within the judiciary of Ukraine. The HQCJ’s terms of reference includes, in particular, selection of judicial candidates and judicial qualifications assessment, ensuring maintenance of the judicial dossiers and judicial candidates dossiers, as well as keeping records on the number of judicial positions available in courts, including vacant judgeships, etc.
As part of cooperation with the HQC, the USAID New Justice Program provides, in particular, expertise and technical support to develop and implement transparent, objective and performance-based criteria, as well asjudicial selection procedures and qualificationsassessment of judges and judicial candidates, with due consideration of international and European standards and best practices.
