The Verkhovna Rada is the only legislative body of state power in Ukraine which major objective is lawmaking. In addition, the Verkhovna Rada makes amendmentsto the Constitution of Ukraine within the constitutional framework, determines the principles of domestic and foreign policy, considers and decides on approving the Cabinet of Ministers ActivityProgram, and also performs oversight functions towards other branches of government. The USAID New Justice Program provides technical assistance to the Verkhovna Rada and relevant parliamentary committees targeted at the improvement oflaws in the field of justice in compliance with the international standards and establishing effective parliamentary oversight of the judiciarywhich would not jeopardize judicial independence.
